Preheat oven to 190C/170C fan-forced. Line a 12-hole, 1/3 cup-capacity muffin pan with paper cases

Heat oil in a medium frying pan over medium-high heat. Add Bacon. Cook for 5 minutes or until crisp. allow for it to cool

Combine sifted flour with pepper, cheese, Chives and Bacon in a medium bowl. Make a well in the centre. Add remaining ingredients, stirring until combined

Spoon mixture into paper cases. Bake for 20-25 minutes, or until golden and just firm to the touch. Allow to stand in the pan for 5 minutes. Transfer to a wire rack to cool.
