Step 1
peel and mince garlic (set aside 1/4 tsp), mince cilantro, halve peel, and thinly sliced onion (mince a few slices for later) zest and quarter lime. Slice Jalapeno into thin rounds (remove ribs and seeds for less heat). core, deseed, and thinly slice green pepper.

heat a drizzle of oil in a small pot, add garlic (save the 1/4 tsp for later), cook until fragrant.
Step 3
stir in rice, 3/4 cup of water, pinch of salt. bring to a boil, then cover and reduce heat. cook until tender.

In a small bowl, combine sour cream, cilantro, minced onion, 1 tbsp of oil, remaining 1/4 tsp of garlic, juice from half a lime pinch of minced jalapeno, a pinch of cumin. salt and pepper to taste. stir in water 1 tsp at a time until mixture reaches a drizzling consistency

pat steak dry, season with remaining cumin, salt, and pepper.
Step 6
heat a large drizzle of oil in a large pan, add steak and cook until cooked to desired doneness. set aside.
Step 7
heat a drizzle of oil in the same pan, add green pepper, sliced onion, and a pinch of salt. cook until softened and lightly charred.
Step 8
fluff rice, stir lime lime zest, 1 tbsp of butter, salt and pepper
Step 9
thinly slice steak against the grain
Step 10
divide contents between bowls with a drizzle of sauce and sliced jalapenos to taste.
