Step 1
Cook black beans in instant pot with 6 C water + seasoning and salt to taste, 45 minutes high + 45 minutes natural release (if cooking on stovetop, start with 8 C water, bring to a boil and simmer until tender, add more water as needed)
Step 2
In a heavy bottomed pot, heat olive oil over medium heat. Add chopped onion and 1/4 t salt. Sautee 3-5 minutes until lightly browned.
Step 3
To the onions, add chopped bell pepper and sautee until tender, 3-5 minutes. Add garlic and sautee additional 2 minutes.
Step 4
To the onions and peppers, add the drained diced tomatoes with green chiles. Cook additional 3 minutes.
Step 5
Drain black beans and reserve cooking water. Add drained black beans to onions, peppers and tomatoes. Stir to thoroughly combine.
Step 6
Add cooked and fluffed rice and stir to combine. Add reserved bean cooking liquid until desired consistency is reached.
