Instructions
Step 1
Prep potatoes. Scrub/ rinse potatoes & let soak in cold water 1 hr for less starchy potatoes. (This step is optional)
Meat Mixture
Step 2
In a large pan, saute onion, carrots, & celery in olive oil, about 5 min. Stir in garlic.

Add ground beef to the pan & break apart with wooden spoon. Add salt, pepper, rosemary, thyme, & optional seasonings. Cook until meat is browned. About 8 min

Drain excess fat/ grease if necessary. Mix in vinegar, Worcestershire sauce, tomato paste, flour, broth, corn & peas. Bring to boil then let simmer about 5 min. Remove from heat

Preheat oven to 400°

Submerge potatoes in water in a large pot. Bring water to a boil then reduce heat. Simmer until potatoes are fork tender. About 15 min

Drain water. Let potatoes rest 1 min. Mash potatoes

Mix in butter, milk, garlic, salt, pepper, and parmesan cheese. Add milk to desired consistency

Assemble The Casserole

Spoon the meat mixture into a casserole dish. Evenly spread the mashed potatoes on top of the meat
