Step 1
Cooke mince in a saucepan, add onion, capsicum. Once cooked a little add tomato and salt and leave for a minute.
Step 2
Add bulgur with enough water to just cover the bulgur. Add tomato paste.
Step 3
Keep an eye on water level and keep adding water until the bulgur is soft and the water is mostly absorbed
Step 4
Serve with cacik
