Instructions
Step 1
Dredge the beef in flour.
Step 2
In a Dutch oven, heat the oil, add beef and brown it on all sides.
Step 3
Add the salt, pepper, water, and onion soup mix; bring to a boil.
Step 4
Simmer, covered, for 1 1/2 hours, or until the meat is almost tender.
Step 5
Add the vegetables and simmer, stirring occasionally, for another 45 minutes or until meat and vegetables are tender.
