Step 1
Melt butter in a large saucepan over medium heat. Add garlic and tomato paste; stir very well. Stir in sugar, Italian seasoning, and salt

Add tomato sauce, milk, water and pasta. Bring to a boil, then reduce heat and cook for 8-10 minutes, stirring occasionally. Turn off the heat. The pasta should be slightly al dente with a bit of liquid on the bottom, as it will absorb more liquid as it rests.
Step 3
Season with black pepper and more salt, if desired. Let rest for 1-2 minutes before serving. Sprinkle with Parmesan cheese before serving.
