Step 1
Put garlic, ginger, green onions and lemon in food processor and puree. Add liquids and pepper; blend thoroughly.
Step 2
Place in container and pour in marinade; stir to coat. Let sit in fridge for at least 1 hour.
Step 3
Best cooked on grill, but skillet suffices. Service with rice, peanut sauce, and vegetable of choice.
