Step 1
Bring large pot of salted water to a boil wash and dry produce. Halve, deseed, and thinly sliced green pepper into strips. Trim and thinly sliced scallions separate whites from greens.
Step 2
Once water is boiling add pasta to pot. Cook stirring occasionally until finished 9-11 minutes. Reserve 2 cups of pasta then drain. Heat large drizzle of oil in medium pan over medium-high heat, add green pepper and season with salt and pepper. Cook stirring occasionally until slightly softened for 4-5 minutes.
Step 3
Add a drizzle of oil to the pan with green pepper. Add beef, scallion whites, Southwest spice blend. Season with salt and pepper. Cook breaking meat up into pieces until beef is browned and cooked through. Add tomato paste; cook, stirring occasionally, until combined, 30 seconds.
Step 4
Add 3/4 cup reserved pasta cooking water and beef stock concentrate to pan with beef mixture. Season with 1/2 tsp salt and pepper. Bring to a simmer and cook, stirring, until thickened, 2-3 minutes.
Step 5
Reduce heat to low and stir in drained pasta, sour cream, half the Mexican cheese blend, and 2 TBSP of butter. Season with salt and pepper to taste.
Step 6
Top with remaining Mexican cheese blend; cover until cheese melts. Top with scallion greens.
