Instructions

Step 1
Drain tomatoes, reserve liquid.
Step 2
Add enough water or broth to make 3 cups. Set aside.
Step 3
Heat oil in 4-quart saucepan with tight-fitting lis.
Step 4
Add bell pepper, onion and garlic; sauté briefly.
Step 5
Add rice and cayenne; stir.
Step 6
Add 3 cups reserved liquid.
Step 7
Bring to a boil.
Step 8
Reduce heat to low, cover and simmer 30 minutes.
Step 9
Add tomatoes.
Step 10
Cover and continue cooking 20 minutes.
Step 11
Stir and serve salt to taste.
