Soak bamboo skewers in water at least 30 minutes. Place wire rack on rimmed baking sheet. Step 2
Cut green tops off scallions and slice, reserving white and light green parts for skewers. Set aside. Step 3
To make sauce: In small saucepan over high heat, combine soy sauce, mirin, vinegar, brown sugar, green scallion tops and 3 tablespoons water. Bring to a boil, stirring to dissolve sugar. Reduce heat to medium-low and simmer until mixture is thick, syrupy and reduced to ¾ cup, approximately 20 minutes. Remove from heat. Step 4
Cut remaining scallions into 1 ½ –2-inch pieces. Thread chicken and scallions onto skewers, placing 1 scallion after every 2 pieces chicken. Season with salt and pepper. Brush skewers evenly on both sides with ½ cup sauce. Step 5
Position rack in top half of oven, then preheat broiler to high. Arrange skewers on prepared baking sheet. Step 6
Broil 5 minutes. Flip, then broil another 5 minutes (safe internal temp. 165°F). Brush skewers with remaining ¼ cup sauce and return to broiler another 30 seconds–1 minute. Step 7
Serve hot with rice, refrigerating any leftovers.
