Instructions

Step 1
Combine all the ingredients except tapioca flour, fish and oil in a food processor or mortar pestle until a paste.
Step 2
Add fish to processor and pulse until finely chopped and combined.
Step 3
Mix everything in a bowl, and, using your hands, throw against the bowl to bring together and form a batter of sorts. Work for 5 mins until it comes together.
Step 4
Spinckle the tapioca flour over the mixture and mix well. Make 8 small fish cakes. Heat a tablespoon of oil in a pan on medium-high heat. Cook in batches for a couple of minutes each side.
