Instructions

Step 1
Gently toss arugula and fennel in a lg bowl. Whisk lemon juice, shallot, mustard, thyme, garlic, salt, and pepper in a small bowl. Whisking constantly, slowly add oil. Drizzle salad with dressing and gently toss. Top with Parmesan.
