Boil your rice. In the meantime finely chop onion, eggplant, garlic and parsley. In a hot pan with olive oil, fry your onion and garlic. After 2 mins add the eggplant and fry for another 2 to 3 mins. Set aside and fry the ground beef in some olive oil. Season with garlic powder, salt and pepper. Return the veggie mixture to the pan along with the strained boiled rice, half the Parmesan and mix. Cut the tops off the peppers (making a lid). Scoop the seeds out and start stuffing the peppers. Top off with
