Instructions

Step 1
Thaw the fish if frozen and marinate in the juice of one lemon (~1hr)

Cut tomatoes and onions in slices
Step 3
Cut the spring onions into rings
Step 4
Layer the fish, vegetables, spring onions, and crushed garlic into a flat pan (update: try to add salt to each layer)

Add water to the pan until you can see the water
Step 6
Turn on the heat to middle/low
Step 7
When it is boiling, add a few drops of lemon juice, coconut milk, and palm oil
Step 8
Don’t let it boil again or the fish will get hard

Add the lid to the pan

Wait 10 minutes
Step 11
Remove the fish and vegetables from the broth and put them with some of the broth in a separate bowl

For the pirão add the tapioca starch to the broth and stir it in quickly

Let the broth thicken

Serve with rice
