Instructions
Step 1
1. Toast panko in butter in a skillet over medium heat
Step 2
2. Stir together yogurt, horseradish, lemon juice, lemon zest, sugar, salt and pepper in a large bowl

3. Add cucumber, fennel and bell pepper. Toss to coat

4. Top with panko and dill
