Step 1
Put chicken in slow cooker and pour in 1/4 cup water.
Step 2
In a medium bowl, mix together another 1/4 cup water and the cornstarch. And then add the granulated sugar, brown sugar, soy sauce, vinegar, garlic, ginger, and pepper.
Step 3
Pour sauce over the chicken. Cook on low for 3.5-4 hours.
Step 4
Cook the rice and the frozen vegetables according to package directions
Step 5
Add vegetables and rice to cooker towards the end of cook time or add 30 minutes.
