Instructions
Step 1
Place sugar in skillet; cook over low heat, stirring constantly, until melted.
Step 2
Stir in beef, onion, and garlic; cover. Cook over low heat until lightly browned.
Step 3
Add cabbage and remaining ingredients; cook for about 20 minutes or until cabbage is tender.
Step 4
Serve with rice.
