This was too spicy for my wife, so I cut the Chili powder to 2.5 Tbsp, and cayenne to .25 tsp.

Instructions
Step 1
Warm 2 Tbsp oil in a heavy saucepan or dutch oven over high heat.
Step 2
Working in batches, brown meat on all sides, 8-10 minutes. Set aside.
Step 3
Warm the remaining 2 Tbsp oil over medium heat. Add the onions, and cook until soft and pale gold, 15-20 minutes.
Step 4
Add the garlic, oregano, cumin, chili powder, salt, black pepper, and cayenne pepper. Simmer for 1-2 minutes.
Step 5
Stir in the tomato paste and tomatoes with their liquid.
Step 6
Add the reserved beef and beef stock; bring to a boil, reduce heat, cover and simmer until the beef is tender, about 1 hour.
