Ingredients

2 tablespoonsolive oil
4garlic cloves
crushed
1onion
finely diced
1carrot
finely diced
3 ribscelery
finely diced
2 poundsground beef
1 ¼ cupbeef broth
1 cupwhole milk
28 ounceswhole tomatoes
crushed, with juice, or tomato/pasta sauce
4 tablespoonstomato paste
1 teaspoongarlic powder
1 teaspoondried oregano
1 teaspoononion powder
1 teaspoondried basil
1bay leaf
½ teaspoonsalt
¼ teaspoonblack pepper

Instructions
Step 1
Pulse onions in a food processor, set aside; then pulse half fresh garlic and roasted garlic with celery, carrots and peppers in a food processor. Set aside.
Step 2
Add marinated and seasoned beef to a large sauce pan. Brown until no pink remains. Continue to brown to achieve a nice crust. Remove meat with slotted spoon and use the rendered fat to sauté onion mix; you can add a bit of butter to this as well.
Step 3
Add onions to pan and sauté for 5-10 mins (USING THE SAUTÉED ONIONS RECIPE IN THE MENU); then add the garlic-celery mix and continue to sauté for another 5-10 mins. Then add the meat back into the pan.
Step 4
Pour in stock and simmer until evaporated and incorporated into the meat, about 10 minutes. Add 1/2 the milk and simmer until evaporated and fully incorporated into the meat, about 7-10 minutes.
Step 5
Stir in tomato paste, and seasonings, and brown. Then add tomatoes with juice (or tomato sauce) and bay leaf. Break tomatoes up with a spoon. Cover and simmer for 1-2 hours or until thickened. (THE LONGER THE MEAT SIMMERS THE MORE TENDER IT BECOMES!)
Season more to taste.
Step 6
Meanwhile, cook pasta in seasoned water, according to package directions. Drain, reserving 1 ½ cups of pasta water.
Step 7
Add the rest of the milk to the meat and allow to simmer for another 10-15 mins.
Step 8
Toss pasta with the sauce with a splash of olive oil; and add pasta water to thin out if needed. Then simmer together for 5 more minutes to incorporate the sauce with the pasta.
Step 9
Serve hot with parmesan cheese.
