Step 1
Boil a large pot of water and cook the pasta until it's al dente (7-10 minutes). Reserve 1/2 cup of the pasta water and drain the pasta in a colander.
Step 2
While the pasta cooks, thaw the broccoli and make the parmesan sauce. Cook garlic and butter in a saucepan, add flour and whisk for 2-3 minutes to make a roux. Add milk and whisk until it thickens. Turn off the heat and add parmesan cheese, pepper, nutmeg, and salt.
Step 3
Add the reserved pasta water to the pot with the cooked pasta and toss to loosen it up. Add the thawed broccoli and pour the parmesan sauce over everything. Stir to coat everything in the sauce and serve.
