Step 1
Let the rice cake sit in water for 10 minutes. Remove water and set aside.
Step 2
Cut the fish cakes into strips.
Step 3
Mix gochujang, gochugaru, soy sauce and sugar in a bowl. Mix well.
Step 4
In a pan, add a small piece of dried kelp to 900ml water and bring it to a boil. Let it cook for 8-10 minutes over medium heat.
Step 5
Remove the kelp and add the rice cakes and fish cakes.
Step 6
Add the sauce and stir well.
Step 7
Add the instant ramen noodle and let it cook for 3-4 minutes.
Step 8
Sprinkle mozzarella cheese and sliced scallion.
