cut into 1 " pieces
2 Tbspvegetable oil
2 cupswater
hot
2 Tbsponions
minced
1 tspbeef soup base
1 tspsoy sauce
1 tspsugar
1bay leaf
½ tspblack pepper
½ tsppaprika
⅛ tspgarlic flakes
ground cloves
allspice
6carrots
pared and quartered
4potatoes
pared and quartered
4stalks celery
sliced diagonally
1 lbwhite onions

2 Tbspbeef soup base
¼ cupwater
2 Tbspall purpose flour
Instructions
Step 1
In a dutch-oven thoroughly brown meat in hot oil.
Step 2
Add water and the next 10 ingredients.
Step 3
Cover and simmer for 1-1/2 hours, stirring occasionally.
Step 4
Remove bay leaves; add vegetables. Cover and cook 30 minutes or until vegetables are tender.
Step 5
Remove vegetables and meat from kettle; keep warm.
To make gravy
Step 6
Skim fat from liquid and measure out 2 cups liquid, adding water if necessary.
Step 7
Combine beef soup base, 1/4 cup water and flour until smooth.
Step 8
Stir slowly into hot liquid. Cook and stir until bubbly (3 minutes).
Step 9
Pour gravy over meat and vegetables.
