Instructions

Step 1
Boil potatoes ‘til tender, 15–20 mins. Drain & mash w/ butter & milk. Season w/ salt & pepper.
Step 2
Pour 1 cup hot beef broth over dry TVP. Let stand 5–10 minutes ‘til absorbed.
Step 3
Heat oil in a large skillet. Cook onion & carrots for 5–7 minutes. Add beef & cook until browned. Stir in garlic & tomato paste; cook 1 minute. If the mixture seems loose, sprinkle in a little flour & cook 1–2 minutes.
Step 4
Add rehydrated TVP, Worcestershire, thyme, rosemary, salt, & pepper. Stir in peas.
Step 5
Spread filling in a 9-inch baking dish. [or small loaf pan] Top evenly w/ mashed potatoes & opt cheese. Rough up the surface w/ a fork for crispy peaks.
Step 6
Bake at 400°F (200°C) for 25–30 minutes. Broil for 2–3 minutes at the end if you want extra browning.
